UNITE is seeking to fill the full-time position of Policy Officer

To lead UNITE’s goal of developing a Policy Desk in the area of drug policy reform,UNITE is seeking to fill the full-time position of Policy Officer; in the first instance to work with Members of Parliament and Government Departments in the specific areas of cannabis regulation, alternatives to incarceration for drug user and the promotion of decarceration within the context of the COVID 19 pandemic.

UNITE is an independent, non-profit, global network of current and former members of parliament. Our global network of parliamentarians is divided into 10 Regional Chapters, each chaired by a parliamentarian leading political impact in that region. Our work focuses on: HIV and AIDS, Viral Hepatitis, Tuberculosis, Malaria, Waterborne Diseases, and Neglected Tropical Diseases.

We believe that we can effect tangible change through uniting the voices of parliamentarians across the world, beyond ideology, to unite in one voice that will ensure that no life is limited by infectious disease.

We call on our global network of parliamentarians to hold governments accountable and to commit to the use of political levers, such as resource allocation and the promotion of cross-party collaboration, to improve global health. UNITE’s work looks to influence key cross-cutting policy areas such as the implementation of the UN SDGs, universal health coverage, vulnerable populations, drug policy, vaccination coverage, antimicrobial resistance, and public health preparedness. The candidate will focus on research and development of policy initiatives in the area of drug policy and in collaboration with UNITE members of parliament (MPs) and in partnership with the All-Party Parliamentary Group (APPG) on Drug Policy in London.

Policy development will focus on the following overarching topics:

  • Policy reform on cannabis for recreational use;
  • Policy reform on alternatives to incarceration for people who use drugs;
  • Policy reform to decarcerate overpopulated prisons, including release of inmates amidst coronavirus outbreak.

Focus countries include: Portugal, Kenya, Zimbabwe, and Morocco.

Please note: Hiring is contingent on receipt of external funding. Anticipated start date in October 2020 for an initial contract period of 10 months. Dependent on satisfactory progress during the initial period, UNITE is hopeful that continuation funding can be obtained.

As a Policy Officer at UNITE, you will:

  • Lead project and program development, including research and engagement with relevant stakeholders, to develop an assessment of the political landscape within each target country. With strategic guidance and support from UNITE Secretariat and APPG Policy Officer.
  • Work closely with members of parliament and local partners within the target countries to develop action plans to support the implementation of new policies, to be led by the MPs. Action plans to be developed in partnership with UNITE Secretariat, APPG, and other stakeholders.
  • Close monitoring of interventions within each target country, including supporting the MPs. Availability to adapt quickly and address any changes that may arise.
  • Work in close partnership with UNITE Head of Strategic Partnerships and APPG Policy Coordinators in all steps of development and intervention, as well as engagement with MPs.
  • Travel to target countries to meet with MPs and local partners, including leading the organization of relevant meetings between stakeholders preceding the policy interventions.

What we are looking for: ·

  • Experienced in policy analysis and development; background in drug policy and prison reform preferred.
  • Experienced in working and collaborating with Members of Parliament and Government Departments.
  • Experience in working and collaborating with community organizations, particularly with those providing services to marginalized communities.
  • Fluency in spoken and written English; Fluency or advanced level of spoken and written Portuguese.
  • University degree in a relevant discipline
  • Demonstrated leadership experience
  • Proactive and strong work ethic; start-up mentality with a hands-on approach.
  • Ability to adapt easily to change within a fast paced, multicultural environment and is a team player
  • Must be registered to work in Portugal.
